Ban solitary confinement for mentally ill prisoners

To prohibit confining a prisoner with a history of mental illness in “administrative segregation” for the “maintenance of order and discipline.” The bill would also require that non-mentally ill prisoners confined in this way must be reassessed by a Department of Community Health mental health clinician every three days.
