Authorize elderly housing tax breaks

To cap the property tax assessment on a dwelling in a “neighborhood enterprise zone” that is purchased as a principal residence by a person aged 65 and above and which meets "elderly friendly housing" criteria described in the bill. The property tax assessments could not exceed the assessment on the buyer’s previous principal residence.
