Revise government mental health services eligibility

To simplify the definition of “person needing mental health treatment” (and potentially subject to involuntary treatment). The new definition would be an individual “whose judgment is so impaired that he or she is unable to understand his or her need for treatment, on the basis of competent clinical opinion.” This would remove additional language requiring an assessment that the person’s behavior could result in significant physical harm to himself, herself, or others.
