Revise tax foreclosure notices

To require a local government foreclosing on a property for delinquent property taxes to send a notice of the judgment by first-class mail to each person with a legal interest in the property and to the occupant, if any, which must state the last date on which the property may be redeemed, which would be the first March 31 immediately succeeding the entry of a judgment, or in a contested case, within 21 days of the entry of a judgment.
