Revise “Proposal A” foundation allowance for a particular school district

To increase the per pupil “Proposal A” foundation allowance for six particular school district to to the basic foundation or the state maximum guaranteed level, currently $8,489, to compensate for a gradual decline in local property tax funding do to the interaction of the Proposal A formula and an inflationary cap on property tax increases.
