To extend to all counties rather than just those in the northern part of the state a law that permits them to allow off road vehicles (ORVs) to be driven on the far right or shoulder of some or all streets and roads, as determined by the county commission. The bill would allow municipalities to set regulations for this, and authorize the Department of Transportation to allow this on state highways at its discretion, on a permanent or seasonal basis.
