Revise foreclosure redemption procedures

To require a person who redeems foreclosed property to give the register of deeds a notice to be sent to the purchaser of the property that contains the name and address of the person paying to redeem the property and the amount paid. The register would mail a copy to the purchaser, who would be required to sign a quitclaim deed or other sufficient instrument releasing his claim.
