Recombine DEQ and DNR

To transfer certain powers and duties of the Department of Environmental Quality to the Department of Natural Resources as part of a consolidation of these functions in a combined department called the Department of Natural Resources. This legislative package this bill is part of is one of several such packages merging these departments in slightly different ways (the individual bills in each amend different sections of the law). This bill transfers DEQ powers under the state “clean, renewable, and efficient energy act” to the DNR.
