To cut the annual intrastate motor carrier authority registration fee (tax) from $100 per truck to $25. This is not the vehicle registration tax, but a separate tax levied on commercial truckers other than agricultural and household movers who operate in Michigan only. It supports the last vestige of a 1930's regulatory regime (mostly preempted by federal law), which is administered by the state Public Service Commission. This no longer sets rates, but simply registers truckers and requires them to have insurance (also required by the Vehicle Code). Funds not used by the MPSC are transferred to pay for truck weight enforcement.
