Authorize back-to-school “sales tax holiday"

To exempt from sales tax up to $150 spent on certain items of clothing and footwear purchased during the first 15 days of September each year (“sales tax holiday”). The state treasury would be required to estimate the amount of revenue lost from the school aid fund as a result of this action, and transfer a comparable amount to the school aid fund from the general fund.
