Allow school debt to pay fuel and utility bills

To specifically allow school districts and intermediate school districts to borrow to pay to pay for fuel, electricity, or natural gas directly or through a purchasing cooperative agreement. However, according to the Senate Fiscal Agency another provision of the school code prohibits borrowing to buy fuel or electricity, so unless that too was amended schools would still not be allowed to go into debt to pay their heating and fuel bills.
