Restrict Attorney General lawsuit disbursements

To prohibit the Attorney General from agreeing to a lawsuit or administrative enforcement settlement against a business or individual in which the money or goods are transferred to a third party, rather than being paid to the state. Instead, any transfer would have to come only after an appropriation was passed by the legislature. This would not apply to settlements involving disbursements directly to consumer members of a class action lawsuit brought by the Attorney General.
