Shift criminal record database cost from agencies to citizens

To phase out charges to users of the state Law Enforcement Information Network (LEIN) criminal record database (primarily government agencies). Senate Bill 1035 would raise replace the money by increasing the amount charged by the State Police for criminal background checks of citizens (now mandated under many occupational licensure and other laws).
