Reduce “renewable energy” utility mandate cost disclosure

To revise the details of an annual report that the state Public Service Commission must give the legislature on the effects and costs of the law mandating renewable energy use by utilities, so that it also must "provide all assumptions and calculations used to determine the incremental cost for compliance" with the mandate, and also "all assumptions and calculations used to determine the estimated monthly savings" in non-renewable power consumption.
