Authorize charter school expansion

To authorize “transition payments” to school districts where “schools of excellence” charter schools proposed by House Bill 5616 were established to replace failing schools and enrolled at least 2 percent of the students. The school district would get 80 percent of the money it would have got for those students in the first year, 60 percent in the second year, and 40 percent in the third year.
