2009 House Bill 5131

Establish regulations on embryonic stem cell use

Introduced in the House

June 23, 2009

Introduced by Rep. Richard LeBlanc (D-18)

To establish regulations and conditions on human embryo stem cell research that “substantially jeopardizes the life or health” of a human embryo; prohibit selling or creating an embryo for purposes of research; and impose government reporting requirements on researchers. The bill authorizes criminal penalties of up to one year in jail and a $5,000 fine for violations. Essentially, embryos for research would have to be ones produced but not used in the course of in vitro fertilization treatments.
