Revise fraudulent financing statement procedures

To revise the expedited process by which a fraudulent financing statement naming a public officer or his or her spouse as a debtor may be terminated, establish procedures for reinstating a legitimate financing statements, and authorize up to five years in prison and $2,500 fine for a public officer who improperly uses the expedited procedures.
