Revise government mental health services standard

To create a simplified uniform assessment standard at community mental health agencies to determine if a person needs mental health services. The standard would be: The individual represents a danger to him or her self or others because of mental illness; or, based on competent clinical opinion, can reasonably be expected to represent a threat to him or her self or others in the near future because of an inability to understand the need for treatment or attend to basic physical needs such as food, clothing, or shelter.
