Create “entrepreneurial education” assistance program

To create an “entrepreneurial education” assistance program to subsidize the tuition of an unemployed adult with family income of $40,000 or less who takes courses on “fundamental aspects of starting or operating a small business or venture” as defined in the bill, if they are offered by an institution or organization approved by the government.
