Ban “voter caging” to prohibit

A person from challenging a voter’s eligibility on the basis of a “voter caging” list or document, and to establish additional procedural requirements for challenging a voter’s eligibility. “Voter caging” is the act of sending registered mail to the address of a voter, and if the recipient refuses or is not available to accept the registered mail, using this as the basis to challenge the individual’s eligibility to vote. The bill proposes criminal penalties of up to five years in prison and a $1,000 fine for each violation if the violator’s intention is to disqualify an eligible voter.
