Increase crimes against vulnerable adult penalties

To increase from five years to 15 years in prison the maximum penalty in cases of the death of a vulnerable adult in unlicensed adult foster care facility; and authorize up to four years in prison and a $50,000 fine for a caregiver, person with authority, or adult foster care home licensee who retaliates against a resident vulnerable adult who interferes with investigation of the facility.
