Increase obtaining fraudulent signature penalties

To revise the penalties for fraudulently obtaining another person’s signature with the intention of cheating or defrauding the person. Currently the penalty is EITHER up 10 years in prison or a $5,000 fine, and the bill would authorize BOTH of these for a single offense.
