Revise agricultural product commercialization subsidies

To revise a law that authorizes grants and subsidized loans for agricultural product commercialization and processing ventures so as the eliminate the subsidized loans and only provide the outright grants. The bill would also change transfer the some of the functions of these programs to a new program proposed by Senate Bill 1497.
