To revise the <a href="http://www.michiganvotes.org/2006-SB-1078">2006 law</a> that as amended authorized up to 13 tax-free "renaissance zones" to provide substantial tax breaks for "renewable energy facilities,” to raise this to 18 such zones, and require at least five of them to focus primarily on facilities for the production of cellulosic ethanol.
