Require additional sewer discharge reports

To require municipal sewer systems to produce consolidated untreated sewage discharge reports for each year, and allow an exemption from an E. coli testing requirement for a sewage discharge or an authorized combined sewer overflow (CSO) if the discharge were in compliance with the limits for microorganisms in the wastewater treatment facility's permit.
