Revise Detroit Water and Sewer governance

To require that the Detroit water and sewer system be overseen by a Water Accountability Advisory Board that would provide review and oversight of contracting procedures and administration, rates and rate setting procedures, budget, finances, and operations. The board would have three representatives from Detroit, and one from Wayne, Oakland, Macomb and Genesee counties.
