Mandate “community benefits agreements” on road projects

To require state road projects receiving federal money on which an environmental impact statement is required to also enter a “community benefits agreement” with local communities, which would regulate mitigation of environmental degradation (if any); mandate “living wages” and hiring and training workers from “communities with high unemployment and low income;” mandate provisions on aesthetic aspects; mandate provisions on direct and indirect negative impacts; mandate “ongoing community involvement” in the project; etc.
