Restrict phosphate fertilizer

To prohibit displaying for sale a fertilizer containing more than 0.5 percent of the plant nutrient “available phosphate” (p2o5). A seller could only post a notice advising customers of “behind the counter” availability of the fertilizer for the uses not prohibited by House Bill 6115.
