Authorize tax credit for contribution to state General Fund

To authorize a 50 percent income tax credit for contributions to the state General Fund, which is the fund that most state tax receipts go into, and which pays for many regular state government operations. The credit would mean that the state would reduce the cost of the contribution to the taxpayer in half, but also cut its value to the government in half.
