Include identity theft in racketeering definition

To expand the definition of racketeering to include identity theft and computer crimes. “Racketeering” is defined as committing, attempting, conspiring to commit, or aiding or abetting, soliciting, coercing, or intimidating a person to commit an offense listed in the definition for financial gain. It is subject to additional penalties on top of those for the “predicate offense”.
