Extend certain highway matching grant deadlines

To extend until Sept. 30, 2008, the deadline for local governments to have begun construction on projects eligbile for <a href="http://www.michiganvotes.org/2006-HB-6003">state money</a> (raised though state borrowing) that they can use to cover the 20 percent local match required for certain federal matching road construction funding programs. Also, to specify in statute that several particular projects are exempt from this deadline.
