Provide public financing for Supreme Court candidates

To provide public financing for Supreme Court candidates, financed by a $3 income tax check off. Participating candidates would have to meet certain qualifying fundraising thresholds ($50,000 in contributions of $500 or less) and agree to spending and fundraising limits. The Secretary of State would be required to “equalize” the money made available to candidates in contested elections by taking into consideration various factors including the amount of independent expenditures by others.
