To appropriate $21.5 million for contracts with private child placing agencies and residential service providers that provide services to abused/neglected and delinquent youth. This spending is required under the settlement of the lawsuit brought by the Children's Rights organization against the state for inadequately or imcompetently performing this government function. $13.2 of the money is from state tax revenue, and the balance from federal sources.
