Revise junk dealer recordkeeping mandates

To add to the recordkeeping requirements of secondhand and junk dealers, mandating that they keep a copy of the drivers license or state ID card of anyone they purchase items from. Also, to add scrap metal unlawfully removed from an irrigation system or agricultural machinery to the current prohibitions on taking it from other specified locations.
