Revise technical state accounting detail

To make a technical change in the Management and Budget Act related to how federal, state restricted, local or private funding is accounted for in the state's accounting system. The change would delete the word "received" and replace it with "earned," to keep accounting consistent with past practice. An earlier bill inadvertently changed the word "earned" to "received".
