To require state colleges and universities to grant full or partial tuition waivers to disabled veterans of the Persian Gulf War or the war in Iraq or Afghanistan. The size of the waiver would depend on the level of disability, and would depend on meeting certain pre- and post-service residency requirements specified in the bill.
