To revise the <a href="http://www.michiganvotes.org/2006-SB-1078">2006 law</a> that authorized up to 10 tax-free "renaissance zones" to provide substantial tax breaks for "renewable energy facilities,” to explicitly make eligible crop-based fuel production facilities such as ethanol or biodiesel plants.
