Subsidize certain relatives who become child's guardian

To create a new state program that gives cash subsidies to relatives with low incomes who are appointed by a court to act as a legal guardian for a child. The grants would be equal to two-thirds the amount the state would pay to put the child in a foster care home. See also Senate Bill 172 and 172.
