Increase tax delinquent mobile home park penalty

To replace the previous version of the bill with one that establishes an additional late payment penalty for mobile home park owners who are delinquent in paying monthly mobile home taxes. This would be of 3 percent of the unpaid balance, and interest would accrue on the unpaid balance at a rate of 1 percent per month.
