Revise casino personnel licensure

To exempt bartenders, cocktail waitresses, or other individuals engaged exclusively in preparing or serving food or beverages from the list of employees who are required to be licensed as a "gaming employee" to work in a casino, but expand the list to include essentially anyone who has any contact with the gambling activities, including everything from certain accounting activities to security workers, machine mechanics, and all the more direct activities, including dealers, cashiers, etc. Having a criminal record precludes an individual from getting a "gaming employee" license.
