To authorize the creation of county, city, township or village “right to work zones,” where compelling an employee or prospective employee to join or financially support a union as a condition of employment would be prohibited within the boundaries of the community. Right to work zone status could be established by a vote of the jurisdiction’s governing board, or by a popular initiative.
