Appropriations: Supplemental budget

To provide a "template" or "place holder" for a potential supplemental multidepartment appropriation for Fiscal Year 2006-2007. This bill contains no appropriations, but may be amended at a later date to include some. This is related to closing a gap between spending that has already been appropriated and expected revenue for the year.

Substitute offered

To replace the previous version of the bill with one that appropriates $7.5 million to cover unanticipated expenses related to the Sleeper Lake wildfire in the Upper Peninsula. Of this, $5.13 million is federal money, and the balance ($2.37 million) is from Michigan state tax revenue (general fund). Also, to appropriate $46,000 from the proceeds of the sale of the former Michigan School for the Blind to support the National Federation of the Blind for Michigan audio newspaper service.

To also appropriate $500,000 for Department of Agriculture's Bovine Tuberculosis Program to cover costs associated with the depopulation of a privately-owned deer herd. The herd had been diagnosed with bovine TB in October 2006, and the herd was depopulated by the department in December 2006. The department incurred approximately $67,500 in direct costs, $17,000 in related staff costs, and $415,300 in potential indemnification payments to the owner of the deer herd.
