Expedite sentence commutation hearings for terminally ill prisoners

To expedite sentence commutation hearings for prisoners based on physical or mental incapacity or for those who are terminally ill. Specifically, public hearings that are generally required for sentence commutations would be waived if the prisoner is deemed to have less than six months to live, and the time frames for various steps in the processes would be shortened.

To require written notice of a commutation hearing for an ailing prisoner to go out at least 14 days before the hearing, rather than 14 days. Currently, and under the bill for non-ailing prisoners, the time is 30 days.
