Establish priority of Medicaid estate recovery program claim

To establish the priority vis a vis other creditors of a claim on the estate of deceased person who had more debts than assets of a proposed Medicaid estate recovery program. This is a program in which the cost of services provided to Medicaid recipients (most often nursing home or long-term care services) may be recovered from the person’s estate after death.
