Allow primary election ticket splitting

To allow voters to split their ticket in a primary election. That is, to vote between Republicans candidates vying for some offices, and Democratic candidates vying for other offices. Under current law one must vote in either just Republican primary elections or just Democratic ones. (The state does not subsidize primaries for any other political parties.).
