Authorize Midwest pharmaceutical compact

To authorize entry by the state into a Midwest pharmaceutical compact to negotiate prices with manufacturers and buy prescription drugs for recipients of Medicaid and other state-funded health care services, and for any other category of individuals the compact deems eligible. The multistate compact could include between three and ten states, and Ontario. States would buy drugs for distribution to eligible consumers.
