Authorize "Energy Emergency" declarations

To give the Public Service Commission the authority to recommend that the governor declare an energy emergency if there exists a "crisis situation regarding the availability, distribution, cost, or any other factor relating to the production or delivery of energy." The governor would be authorized to declare such an energy emergency, and to order measures to alleviate the crisis, including, but not limited to, the reallocation of funds otherwise allocated to other energy programs to programs specifically designed to address the emergency.
