Authorize electronic nonprofit corporation shareholder meetings

To authorize the use of electronic communications for various notices and filings by nonprofit corporations, and allow board and shareholder meetings to take place via remote communications. The bill specifies various procedures that must be followed to do this. For-profit corporations are already allowed to do this.
