To require the Office of Insurance and Financial Services to prepare a list of all the financial institutions in the state and the services they offer; report to the legislature on areas of the state where the regulator “believes that the banking needs of residents are not met;” and report on sources of public or private money that might be used to establish grant programs (that presumably would pay institutions to provide banking services in those areas).
