Establish new identity theft regulations

To require that when a bank customer provides the bank with a copy of a police report indicating that the person has been the victim of identity theft, the bank would have to notify a merchant who presents a stolen check why there is a stop-payment order, and notify the customer of the name of the merchant who presented the check.
